Four stars four the idea because I believe the best mods do more than add a nation but improve others in the process, which is exactly what you've done. The art files look pretty awesome and I've seen no bugs. Great work!Additional Comments: Good idea to choose Vietnam to mod. It should be in the game as it has had a full history to it unlike the Americans who only came into being in the 15/1600s and the Maya who had disappeared by then. If you are still around you should create a mod with the vietnam that 'unlocks' all the CTW units and adds unique units so each country has at least 5.
